Draft Charter of demands of our Association, in case of serving of strike notice, has been prepared by CHQ on request from some Circle branches. All the members are requested to go through it and submit their suggestions if any, through email/SMS/comments on the blog.
//Roop chand General Secretary//
i. Up-gradation of Grade Pay of Inspector, Posts from Rs. 4200/- to Rs. 4600/- and merger of post of Assistant Superintendent, Posts with the post of PS Group “B” as both are having Gazetted status and difference in Grade Pay is only Rs. 200/-//Roop chand General Secretary//
ii. There are 866 posts in PS Group “B” cadre. At present 75% posts i.e., 649 are filled through DPC on the basis of seniority cum fitness. 19% posts i.e., 165 are filled through LDCE among IP line officials and 6% i.e., 52 are filled through LDCE among General Line officials. Consequent upon the introduction of Postmaster cadre, there should be no change in 75% posts i.e., 649 posts through seniority quota. 87 posts of Senior Postmaster to be filled up through LDCE of IP line officials should be adjusted in 165 posts of existing examination quota of PS Group “B”.
iii. Consequent upon the introduction of Postmaster cadre, suitable amendment may be made in Recruitment Rules of PS Group “B” cadre revising quota of General Line from 6% to 3%.
iv. Implementation of the recommendations of Second CRC and restructuring of Inspector, Posts cadre as an Inspector is getting promotion in P.S. Group “B” only after 24 to 26 years of service in Inspector, Posts cadre.
v. Revision of rates of remuneration for performing duty as Invigilators in the examinations.
vi. Supply of Laptops to all IPs/ASPs.

Every I.P/ASP should participate in the proposed indefinite Strike from 05.07.2011 to achieve their
ReplyDeletegenuine demands. = Md.Adbdul Khader,ASP,Adoni Sub Division,Adoni-518 301.
Sir,
ReplyDeleteThe 2nd para of the charter is not at all necessary. It needs to be reanylysed as under :-
(i) Firstly 116 posts carved out for Sr PM post is not all correct as the quoto of Genl line official in the erstwhile group B combined post of 866 is only 52. Then how should the dept earmark 116 posts for Sr PM cadre?
(ii) Secondly if the 116 post for Sr PM cadre is correctly earmarked, then the remaining (116-52=64) 64 posts meant for IP line officials should be equally distributed amongst Promotion on seniorty (75%) and LCDE(19%) in the same percentage by earmarking 48 posts to those IP line officials selected on seniority and remaining 16 posts only to be LCDE for IP line officials.
(iii) Now go to our charter of demand( para 2)and think about the justification of the demand for no reduction of 649 posts earmarked for seniority quoto of IP line officials which is nothing but entirely agianst the interest of young IP/ASP of our association.
It is better to go on strike by the IPs/ASP from the proposed date on 05.07.2011 as a mark of supporting the sister unions / associations at the same time putting our long pending demands as mentioned in the blog. Further in case the IPs/ASPs are not participated in strike, they will be definately directed to get run the identified offices with loyal staff, which will definately spoil our relation with our subordinate staff members. Mere moral support to the striking staff without participation in the proposed strike will not have any advantage in maintaining coordial relations. This is my individual opinion = P.V.L.N.V.BALA SATYANARAYANA, ASP, KURNOOL WEST SUB DIVISION, KURNOOL - DATED14.06.2011 AT 10.13 HOURS
ReplyDelete1. When the issue at (i) is sub-judice, can it be taken as a demand under strike?
ReplyDelete2. Issue at (viii) speaks of ASP, where as issue at (i) speaks of merger of ASP and SP cadre. Why again the issue of ASP came, when ASP cadre is to be merged with SP cadre?
3. Is the association confident that all the demands will be solved if all IPs and ASPs go go on strike en-masse?
4. Issue at (iii) may re-ignite the hopes of those IPs who want to be in administrative line as it will increase the posts to be filled under LDCE.
5. We are with the association in every step it takes towards strengthing of IP cadre.
