0 Transfers & Postings in HAG cadre

Directorate has issued the following orders of transfers and postings in the Posts of Chief PMsG vide No.1-1/2009-SPG  dated 02.02.2012.

1. Shri A.K. Sharma (IPoS 1981), PMG, Allahbad is posted as CPMG, Odisha Circle.

2.Shri P.T.S. Kumar (IPoS 1981), PMG, Shillong is posted as CPMG, NE Circle.

3.Shri Faiz Ur Rehman (IPoS 1979), CPMG, Maharastra Circle is transferred and posted as CPMG, Gujarat Circle.

0 7 % D.A Hike from January 2012

Dearness Allowance to all categories of Central Government employees is being sanctioned by the Government twice in a year, on 1st January and 1st July based on the increase in the average monthly All India consumer Price Index and it is granted to compensate the price hike above 115.76 Points (Base Year 2001=100). The average increase is calculated up to December for grant of D.A from 1st January and up to June for grant of DA from 1st July. The average price index stood at 191.5 points by the end of December 2011. Thus, the D.A hike arrived  is 7% from 58% to 65% from 1st January 2012. Usually, Central Government announces the 1st January DA hike in the month of March.

0 7 % D.A Hike from January 2012

Dearness Allowance to all categories of Central Government employees is being sanctioned by the Government twice in a year, on 1st January and 1st July based on the increase in the average monthly All India consumer Price Index and it is granted to compensate the price hike above 115.76 Points (Base Year 2001=100). The average increase is calculated up to December for grant of D.A from 1st January and up to June for grant of DA from 1st July. The average price index stood at 191.5 points by the end of December 2011. Thus, the D.A hike arrived  is 7% from 58% to 65% from 1st January 2012. 0 Postal Department works towards Bank permit

The department of posts will formulate a detailed project report for setting up a bank, in the XII Plan.

“The postal department has already conducted a study and has found that the proposal is feasible. DPR (detailed project report) is the next step to chalk out the exact blueprint for the model,” a senior official from the department of posts (DoP) told Business Standard.

The department will apply for a banking licence from the Reserve Bank of India. Post Bank of India may be set up with the required authorised capital of Rs 700 crore, the official added.

“The plan is to offer banking services in rural and semi-urban areas by converting our post offices into banks. The department has about 1.5 lakh post offices across the country, which is mainly located in rural areas,” a source said.
The department also operates the Post Office Savings Bank, where it has over 240 million savings accounts. It has a customer base of over 23.75 crore with an outstanding balance of Rs 6,19,611 crore as on March 31, 2011.

The postal department offers schemes such as savings account, recurring deposit, time deposit, monthly income account scheme, postal life insurance, public provident fund, Kisan Vikas Patras and National Savings Certificates.

The feasibility report has already laid out ownership, capital and organisational structure, as well as new product and services to be offered, among others.
According to working group report for XII Plan, the demand for rural banking is particularly high with only 39 per cent of households covered by institutional banking. Globally, postal organisations have transformed financial services into banks successfully. The global firms include Deutsche Post Bank, Japan Post Bank, Kiwi Bank, La Banque Postale (France).

The department is also focusing aggressively on its postal life insurance product. According to the information with the postal department, the department has about 5 million policies under postal life insurance with an assured amount of Rs 58,132 crore, while under rural postal life insurance; it has about 13 million policies with an assured amount of Rs 67,162 crore.

The PLI has been clocking an average growth rate of 32 per cent in terms of premium income while the growth rate of RPLI stood at 60 per cent in terms of premium income in 2009-10 over the previous year.

0 LGO Examination Result - Update

Aspirants in AP Circle have to wait another 20 to 30 days to know the result of LGO Examination.Tabulation of valued answer scripts received at Circle office is in initial stage and information in respect of APS candidates is wanting to finalize the result Division wise.In the mean time, there is possibility of keeping the marks of the candidates in website on receipt of  approval from the Directorate.

0 Round Table on National Postal Policy

Shri Kapil Sibal, Minister of Communications and Information Technology inaugurated a Round Table on National Postal Policy here today. Speaking on the occasion Shri Sibal said that in view of IT revolution India Post has to embrace the changes and to be prepared for challenges of tomorrow.

Shri Sachin Pilot Minister of State for Communications and Information Technology said that Department of Posts has to revisit and reinvent itself in the light of rapidly changing scenario. Though Department of Posts is already engaged in plethora of activities, it may explore other revenue streams.

Earlier Ms. Manjula Prashar, Secretary Department of Posts introduced the theme. Draft agenda for the Roundtable included –



Ø  Vision, Mission and Policy
Ø  USO of the Postal Sector.
Ø  Organization and Market Research, environmental concerns and social responsibilities in the Postal Sector.
Ø  Expansion and Modernization of Postal Network in India.
Ø  Issues relating to Standardization of mail and National Address System.
Ø  Issues relating to development of institutional framework with right and responsibility of Government regulator, operator and customer.
Ø  Contours of Competition Policy in the Postal Sector.
Ø  Issues of strategies relating to capacity development in the Postal Sector.
Ø  Synchronization of domestic postal policies with WTO and other international norms.
Ø  Roadmap for the Postal Sector.
Ø   
The Round Table aimed at engaging in discussions with key stakeholders related to the Postal Sector. The conference was addressed by various stakeholders giving their inputs in order to frame a National Postal Policy which will address the interests and concerns of all. Indian postal sector requires a comprehensive policy document, representative of the interests of all the stakeholders and driving the postal sector to contribute to the social and economic development of the country.

                In order to have a National Postal Policy which reflects the views of the broadest possible range of postal stakeholders, the participants at the Round Table included stakeholders from Government, Operators Representative Associations, Think Tank, Academia, Users of Postal & Communication Services, Banks, Regulators, Transporters and stakeholders in international business besides senior officers of Department of Posts.
