Sub: Grant of Honorarium to the officials entrusted with the fixation of Time Related Continuity Allowance (TRCA) and payments of arrears to Gramin Dak Sevaks consequent on implementation of Recommendations of One-man Committee.

Sir/Madam,

I am directed to refer to this office of even no. dated 21.12.2009 regarding rates of Honorarium for fixation of pay in revised scales consequent on implementation of recommendation of 6th Central Pay Commission was communicated.

2. The demand of staff side for extension of the Honorarium rates to those officials entrusted with fixation of Time Related Continuity Allowance (TRCA) and payment of arrears to Gramin Dak sevaks was engaging the attention of the department for quite some time past. Now, the Competent Authority in consultation with Integrated Finance Wing has approved grant honorarium to the officials entrusted with the fixation of Time Related Continuity Allowance (TRCA) and payment of arrears to Gramin Dak Sevaks consequent on implementation of recommendations of One-man Committee and in pursuance of the order no. 6-1/2008-PE.II dt. 09.10.2009. The rates of Honorarium applicable are as under:

(i) Fixation of Time Related Continuity Allowance (TRCA)

A

Fixation of Time Related Continuity Allowance (TRCA)as on 1.1.2006 by the OA of Divisional Office

Rs.5 for each Gramin Dak Sevak

B

Checking of fixation sheet by the Asstt. Supdt. of Post Offices/Inspector posts as the case may be

Rs.2 for each Gramin Dak Sevak

(i) Drawal of Arrears

A

Drawal of arrears of Time Related Continuity Allowance (TRCA)and entry in the original Bill.

Rs.1 for entry for each Gramin Dak Sevak for each month.

B

Checking of drawal of Arrears and entry in the original Bill by the supervisors in the HO/HRO

Rs.1 for each Gramin Dak Sevak

(III)

Post Check of the drawal by Pre- Check unit

Rs. 2 per case.

3. The honorarium is applicable to such case where the fixation of Time Related Continuity Allowance (TRCA) has been found to be certified as correct by the Postal Accounts office. The Honorarium shall not be applicable, where the fixation of Time Related Continuity Allowance (TRCA) was done irregularly and paid erroneously.

4. The Prescribed ceiling on grant of Honorarium has to be kept in view while payment of Honorarium and on no account should it exceed the prescribed Ceiling.

5. The Expenditure for payment of Honorarium has to be met within the Budget Grant provided for the year.

6. This issues with the concurrence of Integrated Finance Wing vide their Diary no. 188/FA/10/CS Dated 25.08.2010.

Sir/Madam,

I am directed to refer to this office of even no. dated 21.12.2009 regarding rates of Honorarium for fixation of pay in revised scales consequent on implementation of recommendation of 6th Central Pay Commission was communicated.

2. The demand of staff side for extension of the Honorarium rates to those officials entrusted with fixation of Time Related Continuity Allowance (TRCA) and payment of arrears to Gramin Dak sevaks was engaging the attention of the department for quite some time past. A letter from Circle Secretary to GS:

The following issues of our cadre are pending at Directorate. Please persue these issues and see that they are settled early.

1. Supply of Lap Tops to IP/ASP : At the time of All India Conference at New Delhi, DG has promised to supply Lap Tops to all IP/ASP other than Sub Divisions also. Only Sub Divisions got Lap Tops. What about other IP/ASPs. But so far there is no progress in this issue. Please take up this issue with Directorate.

2. Enhancement of honorarium for invigilator duties for IPs/ASPs. Please take up this issue with Directorate.

3. Regarding upgradation of IP pay: This issue was not given proper attention. Though decision taken in All India Conference about merger of P/ASP cadre, it is not work out still at Directorate. IP cadre is very much disappointed. Other cadres are bargaining with Dept on many issues but we are not getting a single issue settled though promised by DG.

4. What is our stand on General strike on 7.9.2010 ? All other Unions and Associations of both Central & State Govt are participating in general strike. But there is no message from CHQ. Please clarify this issue. There is much pressure from members to participate in strike.

0 Cabinet nod to Direct tax code bill - Incometax exemption limit upped to Rs 2 lakh

The Cabinet approved the much-awaited Direct Taxes Code (DTC) Bill on Thursday, which is likely to be tabled in Parliament on Monday and thereafter it may be referred to standing committee.

When asked what will be the limit of exemptions for income tax, Finance Minister told reporters after the Cabinet meeting that it is proposed to be raised to Rs 2 lakh from the current Rs 1.6 lakh.

"The whole objective is that a plethora of exemptions will be limited. (Income) tax slabs will be three. Rate of taxes will be taken in the schedule so that they need not be changed every year," Minister said.When enacted, the DTC will replace the archaic Income Tax Act and simplify the direct tax regime in the country.

Under the moderate tax slab suggested in the DTC Bill ,the government proposes tax rate of
10 per cent for income between Rs 2 lakh and Rs 5 lakh,
20 per cent for income between Rs 5 lakh -
Rs 10 lakh and 30 per cent for income over Rs 10 lakh.

Currently the Income Tax rate is 10 per cent on income above Rs 1.6 lakh and upto Rs 5 lakh, 20 per cent on income above Rs 5 lakh and upto Rs 8 lakh and 30 per cent on income above Rs 8 lakh.

Finance Ministry officials exuded confidence that the Bill will come into force by the deadline of 1st April 2011.The code aims at reducing tax rates, but expanding the tax base by minimising exemptions.(Source DD)

The undersigned is directed to refer to this Department's O.M.No.36028117i2001-Estt(R.es ) dated 11 th July2002 which clarified that SCI ST candidates appointed by promotion on their own merit and not owing to reservation or relaxation of qualifications will be adjusted against
un-reserved points of the reservation roster and not against reserved points. It was subsequently clarified by this Department's O.M. No.3602811712001- Estt. (Res.) dated 31.1.2005 that the above referred O.M. took effect from 11.7.2002 and that concept of own merit did not apply to the promotions made by non-selection method.
2. Central Administration Tribunal, Madras Bench in O.A. No.90012005 [S. Kalugasalamoorthy vls. Union of India & Others] has set aside the O.M. No.36028~1712001-Estt. (Kes.) dated 31.1.2005 and held that when a person is selected on the basis of his own seniority. the scope of considering and counting him against quota reserved for SCs does not arise. The High Court of judicature at Madras in the matter of UOI vls. S. Kalugasalamoorthy [ WP No.1592612007 ] has upheld the decision of the Central Administrative Tribunal. 3. The matter has been examined in the light of the above referred judgments and it has been decided to withdraw O.M. No. 36028/17/2001- Estt. (Res.) dated 31.1.2005 referred to above. It is clarified that SCIST candidates appointed by promotion on their own merit and seniority and not owing to reservation or relaxation of qualifications will be adjusted against unreserved points i n reservation roster irrespective of the fact whether promotion is made by selection method or non-selection method. These orders will take effect from 2.7.1997,the date on which post based reservation was introduced.

Consequent upon voluntary retirement of Dr Uday Balakrishnan, Member(PLI) postal services Board w.e.f 05.08.10 F/N, the following work allocation made vide Directorate order No.1-10/2009-SPG dated06.08.10.
a) Member(Technology) will look after the charge of PLI and will also discharge the duties of Chairman, PLI Investment Board.
b) Member(Planning) will look after the work relating to public grievances, quality assurance and work study.

0 Provision of Broadband connection to Sub Divsions

Directorate has allotted funds @Rs.2500/- for each Sub-Division for provision of broadband connection. Instruction has been issued by Directorate to utilize the amount by 31.08.2010. 1914 Sub-Divisions across the country will get broadband connection under this scheme.

1 PLI/RPLI premium can be deposited in any post office in India.

The facility has now been provided to the PLI/RPLI customers to pay the premium anywhere in the country. They can now approach any Head Post Office or Sub Post Office to pay the premium. In the computerized Head Post Office/Sub Post Offices, if the particular policy number does not exist in the record of the HO, the system shall ask if the new policy number is to be added to the list. On choosing the option of ‘Yes’ the premium is accepted. Such policy numbers when added shall become part of the data of that post office and shall be circulated in the schedule of the month in which premium is deposited. The schedule shall be uploaded in the prescribed manner as is being done now. On uploading the schedule, the premium of such policies shall get posted in the respective KLC.

The facility to customers to pay premium anywhere shall do away the need for transfer of case file of policies from one Circle to another for the purpose of paying the premium. The case files may be transferred in accordance with existing instructions. This shall help in reducing the lapsation of policies.

Sir/Madam

I am directed to intimate that One-man Committee constituted under Shri. R.S. Nataraja Murti Chairman examined the issue of deployment of Gramin Dak sevak Mailmen posted in Mail Offices by conducting a study and submitted its recommendation in para 5.22 of the Report.

2 The recommendations of One-man Committee on GDS Mailmen have examined by the department and after a careful consideration, the Competent Authority ordered the following.

1) Conducting of a work study by Internal Work Study Unit (IWSU) for laying down the standard for various operations/ work done by Mailmen in Mail Offices/Transit Mail Offices/Mail Agency.

2) The existing vacancies of GDS Mailmen and future resultant vacancies of GDS Mailmen failing vacant either due to discharge/ absorption in Department shall not be filled up in future.

3) The category of GDS Mailmen be considered as a wasting group.

4) The present GDS Mailmen engaged in Mail offices on regular basis shall continue till they vacate the post either due to discharge/absorption in department or death.

0 Reduction of staff under TBOP/BCR schemes stands withdrawn w.e.f 01.09.2008 consequent upon implementation of MACP

Sub: - Reduction of staff under TBOP/BCR schemes stands withdrawn w.e.f 01.09.2008 consequent upon implementation of MACP.

The undersigned is directed clarify the position in respect of reduction of staff under TBOP/BCR schemes w.e.f 01.09.2008 during periodical Establishment Reviews consequent upon implementation of MACP and withdrawal of TBOP/BCR Schemes as under:
“Consequent on implementation of time Bound One Promotion (TBOP) Scheme and Biennial Cadre Review (BCR) Scheme, Department of Posts had imposed cuts of 5% in operative staff and 15% in supervisory staff w.e.f 30.11.1983 under TBOP Scheme and later on, additional cuts of 1% in operative staff and 5% in supervisory staff were introduced w.e.f. 01.10.1991 under BCR Scheme. These cuts were introduced as measure of matching savings to offset the financial implications on account of grant of financial upgradations to staff and for obtaining additional productivity. The number of posts reduced under this matching savings/productivity provisions were kept in view at the time of periodical reviews or establishment of augmentation proposals.

The said TBOP and BCR Schemes have now been withdrawn w.e.f 01.09.20087 consequent upon implementation of Modified Assured Career Progression Scheme (MACP). Consequently, the number of operative/supervisory posts existing as on 01.09.2008 will be taken into consideration for the purpose of periodical reviews or augmentation proposals of Post Offices establishment. Thus, provisions relating to reduction of staff under TBOP/BCR Schemes stand also withdrawn w.e.f 01.09.2008.”
