Sub:- Exemption of IPs & ASPs from Invigilation duties - reg.

Sir,

The IPs and ASPs engaged for the examination duties are being paid honorarium of Rs.20/- for single session and Rs.40/- for full day duty which rate was fixed three decades back. Paying such a small amount in the name of honorarium is nothing but degrading this cadre. Many a time, this issue was brought to the notice of the administration, but I am sorry to say that it did not evoke any response.

The department is not showing proper concern in clearing our justified demands like sanction of grade pay of Rs 4600/- to IPs , Inclusion of IP/ASPs in ongoing cadre review etc and the attitude of the Department towards this cadre is demoralizing us. The work load also reached unbearable proportions because of throwing the burden of implementation of each and every scheme/product of the Department on our cadre. The targets given under PLI/RPLI are quite unrealistic and the pressure putting on this cadre in achieving the targets especially in our AP circle is intolerable.

Keeping in view the issues cited above, we the members of All India association of IPs/ASPs have taken a decision to stay away from any examination invigilation/squad duties on Sundays & Holidays. Accordingly, I request your good self to exclude me from any invigilation/squad duties of the Deptl examinations being conducted on Sundays/holidays wef 10.11.2010.

Yours faithfully,

The decision taken by the Association is genuine, justified and reasonable. The rate of honorarium being paid is very low and meagre and fixed up decades ago. It has to be revised basing on the present rupee value. Hence I support the call given by the Association in all respects.

  19. I totally support the call given by the association.

However, I am really surprised to see 6 persons (So far)vote against the associations decision to stay away from the exams in the opinion poll.

We are obligated to build up a united struggle to save our cadres self respect. So come out to share our new beginning with new hope and energy to strengthen our cadres morale so that we may achieve our goal.

  20. All the members are once again requested to take print out of the proforma letter and submit the same duly signed to their Divl heads.Members working at RO/CO are requested to give same letter to the concerned A.D of CO/RO. ASPs(HQ)and other members working at Regional /Divisional Head quarters should take active role in supplying copies of the letter to all IPs/ASPs and ensure submission by all members of thier respective Divisions.100% submission of letters is reported so far from Nizamabad and Guntur Divisions. It should be 100% in all Divisions/R.Os/CO.It is also requested to post the information on "100% acheivement" in our blog under comments for the information of all our members.

A well known quote in english says "If you have the will to win, you have achieved half your success; if you don’t, you have achieved half your failure". So it is the time to show our will and full support to the decision taken by the Association. Let us hope this small initiative of AP Circle Association will pave the way for settlement of the IP/ASP issues.
