69 Stop accepting Exam invegilation duty hereafter

In every CWC meeting and Circle/ All India conferences, every time we are discussing on the decades old meagre rate of Honorarium being paid for attending Invigilation duties for Departmental examinations. The Department is not in a positive frame of mind as far as in accepting our legitimate demands like Revision of IP Grade pay etc and it is evident that the Department is showing step motherly treatment towards our cadre. As far as extracting work from the cadre, the Department is treating us like a bounded labour. The unrest in the cadre is mounting day by day and our loyalty to the Department no more be taken as granted. The members are mounting pressure on the association to take agitation path as was doing by the operative staff associations to get our legitimate demands accepted by the Department. Regarding payment of Honorarium for Exam invigilation duties, it is shameful on the part of the higher administration to keep it pending for years together and we are also ashamed of accepting Rs 30/- per day which is nowadays not even compensate traveling expenses to examination hall in one way. When the department is not in a mood to compensate us in a jestified manner, what is the meaning in attending the works like Examination Invegilation duties on sundays etc.
Keeping in view the scant respect showing against our cadre and our legitimate demands, it is decided by the AP circle association in consultation with the CWC members, NOT TO ACCEPT ANY EXAMINATION INVEGILATION DUTY OR SQUAD DUTY FROM 10-11-2010 ONWARDS. To implement this, the following programme is chalked out.
1. Circle Secretary will convey the decision of the association in writing to the CPMG.
2. Regional representatives will give letters to the regional PMsG in this matter
3. Each and every IP/ASP will give letters to their Divisional Superintendents asking them not to give any Examination Invegilation duty from 10-11-2010 onwards. The text of the letter to be given to the Divl Supdts will be communicated soon.
We request the Officers association and other operative unions also to take a stand on this issue. We also request the CHQ to take a unified stand on this issue for all the circles.Circle Secretary will discuss the issue with Circle Secretaries of other associations/unions to take a similar stand on this issue.

    This very true. I fully agree with the points on examination duty, bounded labour duty & grade pay issue and request the AP Circle union to go head with agitational approach. I fully abide by the decions taken on the above issues by the union.

    As a Departmental officers it is not correct not to accept invigilation duties emmass, as it is equalent to performing duty. What we may do is "NOT TO ACCEPT THE HONORARIUM SANCTIONED".
    We may give an advance letter that we are accepting the invigilation duty in protest against the meagar Honorarium and the such rejecting the payment. Another letter can be give after the examinations.

  4. More than honororium, there are other issues on which we have to protest. The issue of bonded labour is absolutely true. There is no dignity of labour. What exactly are the duties of IP, we are unable to define. Quality of work is being suffered. We request the association to meke efforts to redefine the role of IP.

  5. Hello IPs and ASPs of Andhra Pradesh Circle,

    At last we also got the courage to fight. I am sorry to say this. But, let us please analyse with calm and cool mind whether the issue we have taken up is that most important than other issues which we have been trying to fight for long without unity. I fully agree with the sort of action our association has planned. But, let us all please keep in mind that we are going to lose a great opportunity of cadre restructuring of Inspector Posts, a non Gazetted Gr B cadre which operative trade unions have already been in the lead. They are expecting good results on cadre restructuring but where do we stand then?

    I sincerely request our circle association to mount up pressure on our All India Association to take up the issue of cadre restructuring of IPs which is also a non Gazetted Gr-B cadre, analyse and give our proposal to the committee. Secretary Madam is positive on our issues. Then y Late? Please do not rest. Just run and let us all keep in mind that if we lose this opportunity, we cannot gain ground again and suffer hardship in the cadre.

    Let us all be united and support our association in the issue they took up.

    I sincerely beg upon all IPs and ASPs in AP Circle to act according to the directions of our circle association and show our unity and strength.

Dear Raghunadha swamy,I too agree that the issue of Exam honorarium is very small issue when compared others issue like IP Grade pay,Cadre review etc.But one thing we have to under stand that the Department is not in a mood to settele even the small issues like Exam Honorarium from the last so many years, how can we expect that it will settele the issues like IP Grade pay etc with out any struggle from our side."The DG Madam is positive in our isuues and finance ministry is putting hurdels" etc all are trash what I felt.When there is clarity,Syampathy and sincerity in our bosses minds against our cadre demands and when the top bosses feel our role and importance in the Dept,definitly they will clear the hurdels.The reply statement filed by the Dept in IP Grade pay case at Ernakulam bench is the replica of their mind set.it is time to make the Dept realize our cadre importance.The unrest among the cadre is pilingup day by day and the call of "Stay away from Exam invigilation/Squad duty" is an out let to smoke out hoping that the top bosses will smell it.

    U have been atleast replying to what I send either by eMail or comments like this. Thx for that. We want to stop examination duty from 10/11/2010. By the time we take this action, almost cadre restructuring for Gr C comes to an end and report will be finalised and we have to later cry for non settlement of our demand. Again the same issue comes to our mind during All India and Circle conference only that there was a Presidential Order about cadre review of IPs but it is not being implemented by the Government. Hope only GOD can save this cadre because we ourselves have many issues within us which will not give us an opportunity to fight for a common cause.

    Let us all support our circle association in this very issue.

    it's a right decision.Go ahead.But act quickly.Persue with the GS and CS of other circles to endorse and implement your call nation wide.Operation 14/11.Right time to hit the target.Contact CS of operative unions also endorse our call so that pressure will mount on the admn from all corners.     I feel that what Raghunathaswamy said requires immediate action from the association. We should take serious note of the cadre review and should demand for immediate cadre restructuring, otherwise we are going to loose a better opportunity for ourselves. At the same time I express full solidarity with the call of association. We untiedly should express our displeasure and treatment being extended to our cadre.

    I request the Circle association to mount pressure on the CHQ on cadre review.

    I request all the IPs and ASPs of our association to share their views in the blog.

  14. This is the right time for us to putforth the demand. First let CS to give a letter to CPMG so that sufficient time is given to the administration to act upon. The cadre is involved in all the exams and our continued silence may make the administration to take a lenient view on our demand.

Efforts should be made collectively without critisin g the members of our own Association because we are one. Devision weaken our cause. At this ttime we should forgety all difference and remember only one thing that our goal is one and we should foucs on it.   17. I refer the comments of ashri K.RAMESH that it is not a small issue because whole day is required ot conduct and examination and that too remain standing and without any facilities. How you think of Rs20/ 0r Rs 30/- Examination is very important issue and we cannot ignore it. For Mr Rames it might be be a small matter. But why we should sell ourselves for Rs20/ 30/-. He should reconsider it and revise his statement and take up the case with the GS and DSG. Post .He should taKE THE EXAMPLE OF sHRI Hari Mohan CS Panjab and comeforward and understnad the sentiments of 1000ds IPs. Or the Department sould get the exam conducted through Teachers or any other department. We donot want any honorium we want Weekly Off inlieof duty performed on holiday and sunday. Secretary Post is sayingt every time that she is symnpathetic to the cadre. Now the time has come the Honourable SAecretary Post take decision in our favour because the time warrants now the redressal should be immediately.

  18. Honorarium being paid for attending Invigilation duties for Departmental examinations is very small and wjeter we should perform the Invigilation duty or not we are unable to decide the issue. When we are not able to decide the issue our generl secretary shri Roop chand must pull up his socks and collect the views of all the circles and action sholud be taken should come from the circles and the general Secretary should take it to directorate. We are beibg treated as bounded labour for almost for three decades. Now the department should take pity on us because days of dustbin/ demil are also changed after 12 years it is more than 30 years and we are human beings and citizens of India.This is not the question of honororium only out of project Arrow we have got nothing. We all alone are implementing the Project arrow. Templates on project arrow are prepared by IP/ ASP and not by anybody else.

  27. now a days a labour is getting 150/- to 300/- though he works for 5 to 6 hours.we have to work on sunday for examination duty for more than 12 hours.the honorarium being given to us as a tip not honorarium .it is shame to us .the honorarium should be not less than Rs.500/-per day

  32. It is not correct to discuss whether the issue we taken up is major or minor.It is the outburst of IPs/ASPs. Even a great success starts with small begining.Unless we express our dissatisfaction on some or other issue, we can not achieve our other legitimate demands like cadre review, upgradation of GP etc. Let us make this small begining a great success. let us all support and extend co operation to prove we are united.

  33. Every body commenting in this blog are seniors and are well aware of the developments in the department.

    But what is painful to see is that the association is taking up an item at the circle level which needs the approval of the Directorate.

    I am sure no body is dare enough to even say to their family members that we go and work on a sunday and get paid Rs 30/- for the work

    Every body with their inner self know what the the outcome would be. May be, the administration may refer the matter to Directorate for examing the proposal and wipe the dust of their hands and we as usual go and do invigilation duties for the megre Rs 30/-.

    In this connection, I totally agree with one of the blogger who had earlier stated that we should refuse the amount of honororium

    So i personally feel that the item be sent to General secretary for taking it at All India level on war foot basis

    However the timing of giving the call is perfect on the target, i.e on the Bulls eye considering that there are vast recruitments going on all around the country.

    Undoubtedly this is not a matter of just getting financial benefit but would go a long way in the way of manitaing the cadres self respect in lieu of the already sustained injuries in the cadre which I feel is intangible.

    Kudos to the Association for the attempt now being made to bring to the notice of higherups the depression faced by the cadre.Ofcourse, the Dept earlier awarded somany things to develop this cadre viz Removal of group D assistance(called orderlies then) , not granted any remuneration inliew there of as proposed by the Dept,granted Gazetted status only to deny Bonus. offered many designations namely coordinators,nodal officers, keyaccounts managers,mentors,liaison officers etc., whatnot?.
    I personally feel we are not aspiring any financial incentives but status,treatment with other similarly placed cadres in various departments. Department is giving more and more uplifts to operative sector which is good but at the sametime demoralising this cadre which is called backbone of the department. This is causing lot of annoyance and depression in the cadre. Ofcourse I am at the fag end of my official career in this grade. I fully endorse the actin initiated by the circle association at righttime Atleast our cadre infuture will enjoy fruits.

  57. A welcoming decision. But it’s a policy matter. We may get or may not get the hike immediately. But it is the right time to convey our dissatisfaction over the amount of honorarium being paid. More over our unity will send a sign to the department. Hope our success on this small issue will pave path and fill confidence among all our member for fighting on other major issues in future. This is not fight for remuneration, but fight for right. We know even a small unorganized daily wage earner has raising his voice for reasonable daily wage what not us. We take this task as first step to climb the Everest Mountain. Very glad to our circle association leaders to take this bold decision at least now.   68. This may be a small issue or big issue. The fact is that al last our association has taken the matter in seriousness. This is a significant development. Let us whole heartedly support one and all of our cadre and infuse the solidarity and confidence in our association to make a beginning on the path of taking up the issues which remain unsettled for a long time. we need to be one in showing our aungish over the ill-treatment of our cadre. It is the time to be united. All the IPs and ASPs of Medak division have submitted the letters to SPOs. Hope all the members of our association follow the suit.
