0 Proceedings of the CWC meeting held at Vijayawada on 05.11.11

  • Central Working Committee meeting of  IP/ASP Association, AP Circle Branch was held at Vijayawada on 05.11.2011 as notified under the presidentship of Sri K.Ramesh. Out of 35 CWC Members, 22 members attended the meeting. The members of Vijayawada City under the leadership of Sri K Ramesh , Circle President has made good arrangements for the smooth conduct of the meeting. The last CWC meeting was held  at Tirupathi on 05.03.2011.Sri Sk.Shabbir, Circle Secretary has presented his report for the period from 06.03.2011 to 05.11.2011 to the CWC for approval. 
  • Implementation of Ernakulam CAT Judgement on  IP Grade Pay and Committee on promotional prospects of IP/ASPs :
 This issue was discussed in length and the members expressed their dissatisfaction for linking the issue of upgradation of IP Grade pay with merger of ASP cadre with IP evenafter pronouncement of CAT Judgement. Members opined that cadre restructuring is different from Grade pay upgradation and clubbing of both the issues will not be beneficial to the cadre anyway. CWC resolved to ask the CHQ to tackle both the issues separately without endorsing the Department proposal keeping in view the larger interest of the members. The CWC also acknowledged the efforts made by Sri Permanand and his team in this direction.
  • Amendment of Eligibility conditions for appearing Sr Postmaster Examination :
The CWC discussed the issue and opined that the ASPs have been deprived of their legitimate right to appear in Sr Postmaster Examination. All the major circles have maximum number of ASP over Inspectors. The members decided to fight it out legally by filing OA in CAT Hyderabad Bench. It was finally resolved to ask the CHQ to permit AP Circle Branch to file a case in CAT Hyderabad Bench keeping in view the fast approaching of Examination date i.e 31.12.2011.
 
The CWC also discussed the following issues and passed resolutions.
Ø   Making local arrangements to vacant Sub Divisions. It is decided to ask the CO to call for volunteers region wise in case of non availability of volunteers at Divisional level.
Ø      The CWC observed that there was abnormal delay in implementation of reallotment orders issued by Circle office from one region to another region considering the requests made by IPs/ASPs. The regional administration particularly Kurnool and Hyderabad regions are delaying the reliefs on one pretext or other. The CWC resolved to take up the matter with CO to prescribe a time frame to implement the reallotment orders.
Ø      Grant of officiating pay to Inspectors holding additional charge of ASP Sub Divisions.
Ø      Revision of SIU standards prescribed to assess the workload of Sub Divisions from the present 0.01 to 0.02 by including all the works like RPLI, BD etc.
Ø      Creation of separate wing at Divisional office for RPLI/PLI works keeping in view the decentralization, detaching the supervisory work from ASP (hq).
Ø      Filling up of all vacant IP © Posts to reduce the work burden of ASP (hq)
Ø      Take up the issue of wival of writing Confidential reports by SDHs in respect of  RPLI policies below 3 Lakhs and submission of these policies to Divl office direct by the BPMs/SPMs.
Ø      At present, administration is not observing the ceiling of allotment of not more than 2 IO/PO cases at a time to IPs/ASPs. CWC resolved to bring the matter to the notice of CO to strictly follow the ceiling prescribed by Directorate.
Ø      The CWC also discussed the suspension cases of one IP and one ASP and authorized the CS to persue for immediate reinstatement. Some members brought it to the notice of CWC that as many as 6 ASPs worked in Sangareddy Division  in various periods have been identified as subsidiary offenders for petty things in the case of frauds committed by SPM MIG Colony SO BHEL and draft charge sheets sent for issue. The CWC asked the CS to persue the matter with appropriate authorities to safeguard the members.
